COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 190290

 

Authorizing the Manager of Procurement Services to execute a $1,200,000.00 contract with the Johnson County Sheriff’s Office to house City inmates and detainees; and authorizing the Manager of Procurement Services to amend and extend the contract with such additional funds that are appropriated for such purpose.

WHEREAS, since 2014, the City has housed City inmates and detainees and KCPD arrestees and detainees at the Jackson County Regional Correction Center under an Intergovernmental Cooperative Agreement (“Agreement”) with Jackson County, Missouri; and

 

WHEREAS, on June 22, 2018, Jackson County notified the City that Jackson County was terminating the Agreement on June 25, 2019; and

 

WHEREAS, Jackson County’s termination of the Agreement has necessitated the City to have short-term and long-term transition plans to house City inmates and detainees and KCPD arrestees and detainees; and

 

WHEREAS, this contract with the Johnson County Sheriff’s Office will provide a short-term housing solution for City inmates and detainees while the City develops long term solutions; and

 

WHEREAS, under the Agreement, Johnson County’s Sheriff’s Office will house at least 50 City inmates and detainees (25 male and 25 female); NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Manager of Procurement Services is authorized to execute a $1,200,000.00 contract with the Johnson County’s Sheriff’s Office to house City inmates and detainees with such funds that are appropriated in the 2019-2020 Fiscal Year Budget for such purpose. A copy of the contract in substantial form is on file in office of the Manager of Procurement Services.

 

Section 2. That the Manager of Procurement Services is authorized to amend and extend the contract with such additional funds that are appropriated for such purpose without additional City Council authorization.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
