COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 081239

 

 Approving the First Amendment to the Grand McGee Urban Renewal Plan generally bounded by Truman Road on the north, McGee Street on the east, 16th Street on the south, and Grand Avenue on the west.

WHEREAS, by passage of Ordinance No. 060405, passed September 14, 2006, the City Council approved a general urban renewal plan for the Grand McGee Urban Renewal Project; and

WHEREAS, it is desirable and in the public interest that the Grand McGee Urban Renewal Plan be amended by adding the property at 1518 McGee Street and the legal description to include the property; and  

WHEREAS, a copy of the amendment has been filed with the City Clerk; and  

WHEREAS, the Land Clearance for Redevelopment Authority of Kansas City, Missouri, did on November 1, 2008, adopt Resolution No. 11-01-08 recommending approval of the First Amendment to the Grand McGee Urban Renewal Plan; and 

WHEREAS, the plan with this modification is feasible and in conformity with the general plan for the City; NOW, THEREFORE, 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

Section A. That the First Amendment to the Grand McGee Urban Renewal Plan, which allows for the addition of the property at 1518 McGee, is hereby approved. A copy of the First Amendment to the Grand McGee Urban Renewal Plan is on file with the office of the City Clerk and is incorporated herein by reference.

  Section B. That the Council finds that the proposed amendment to the Grand McGee Urban Renewal Area legally described as: 

1500 McGee Street: Lot 272, Block 19, McGee's Addition, in Kansas City, Jackson County, Missouri.

 

1515 Grand Boulevard: South 24.75 feet of Lot 265, Block 19, McGees Addition, in Kansas City, Jackson County, Missouri.

 

No Address: Lot 267 and north 24.34 feet of Lot 268, Block 19, McGees Addition, in Kansas City, Jackson County, Missouri.

1520 McGee Trafficway: Lot 276, Block 19, McGees Addition, in Kansas City, Jackson County, Missouri. 

1530 McGee Street: Lot 277, Block 19, McGees Addition, in Kansas City, Jackson County, Missouri.

 

1534 McGee Street: Lots 278 and 279, Block 19, McGees Addition, in Kansas City, Jackson County, Missouri.

 

1518 McGee Street: South 24.75 feet of Lot 275, Block 19, McGees Addition, in Kansas City, Jackson County, Missouri.

 is a blighted or insanitary area in need of redevelopment in need of rehabilitation and is appropriate for an urban renewal project by the Land Clearance for Redevelopment Authority of Kansas City, Missouri, pursuant to Chapter 99, RSMo.

  Section C. That the redevelopment contract include the following requirements:

          Property owner to replace sidewalk for 1518 McGee.

          City Planning and Development staff will inspect faade improvements and confirm improvements are in compliance with applicable design guidelines prior to issuance of the tax abatement certificate.

Section D. That the Council has duly made the findings necessary for compliance with Sections 99.320 to 99.430, Revised Statutes of Missouri, as amended.

Section E. That it is hereby found and determined that all of the findings, determinations and conclusions made and set forth in the previous ordinances listed above apply with equal force and effect as of the date of this revision. 

Section F. That said Urban Renewal Plan and amendments are hereby found to be feasible and in conformance with the Master Plan for the development of the community as a whole.
